Setting Up a Factory in Greater Noida — The Land Buyer's Playbook

Buying industrial land is only the first 30% of setting up a factory. Power load, water source, effluent treatment, environmental clearance, fire NOC, labour catchment, raw material logistics — each of these can either accelerate or kill a manufacturing project. Here is the integrated land-and-operations playbook I run with manufacturing clients.

Step 1 — Define the operating profile before choosing land

Power load (kVA), water consumption (KLD), effluent generation, raw-material truck movement (per day), finished-goods dispatch, workforce size and shift pattern, hazardous-material storage. Every one of these determines which sector is viable. A 500 kVA precision-engineering unit does not need the same plot as a 50 kVA garment unit.

Step 2 — Sector pre-qualification

Industries are categorised red (highly polluting — most restricted), orange, green and white (least polluting). UP Pollution Control Board's categorisation determines which sectors can host your industry. Most GNIDA Ecotech sectors permit green and orange categories; red-category units are restricted to specific designated zones.

Beyond pollution category, check master-plan use, FAR available, height restrictions, setback requirements and parking norms. I prepare a sector pre-qualification matrix for every manufacturing client.

Step 3 — Land due diligence + utility readiness

Standard title and authority due diligence (covered in the dedicated guide). Additionally for factory setup: PVVNL/NPCL sub-station distance and load availability, Ganga Water Supply or borewell viability for water, sewer connection capacity, telecom availability for SCADA/ERP systems. These checks happen pre-token.

Step 4 — Approvals stack

Building plan sanction from GNIDA/YEIDA. Consent to Establish (CTE) from UPPCB. Environmental Clearance from SEIAA if applicable (built-up area thresholds). Fire NOC from UP Fire Service. Factories Act licence from UP Labour Department. PVVNL/NPCL load sanction and connection. Water and sewer NOC. After operations begin: Consent to Operate (CTO), GST registration for premises, ESIC and EPF registrations for workforce.

Step 5 — Workforce catchment

Greater Noida draws labour from Dadri, Dankaur, Sikandrabad, Bulandshahr, Khurja and Aligarh. Skilled workforce availability is strong for engineering, electronics, packaging and apparel. Worker housing and transport are routine considerations — many manufacturers run shuttle buses to nearby villages, factored into operating budgets.

Step 6 — Incentives worth checking

UP Industrial Investment and Employment Promotion Policy provides capital subsidy, interest subvention, stamp duty exemption and electricity duty rebates for qualifying units. PLI scheme benefits where applicable. MSME registration unlocks priority sector lending and tender preferences. I refer clients to a tax consultant to integrate these into project costing.

For a green/orange-category unit on a clean plot: 4–7 months from purchase to operational. Red-category or large built-up area can stretch to 12–14 months.

Land ₹3–6 crore depending on sector, construction ₹2.5–4 crore for a 25,000 sq.ft. industrial shed, plant and machinery as per industry. Total commonly ₹8–15 crore for mid-scale manufacturing.
Is power supply reliable in Greater Noida industrial sectors?
Yes — PVVNL and NPCL maintain dedicated industrial feeders with >98% uptime in most Ecotech sectors. DG backup is still recommended for critical operations.
Can I do partial possession and phased construction?
Yes. Most GNIDA schemes permit phased construction provided the first phase commences within timeline. Master plan FAR can be unlocked over multiple phases.
